Ministries instructed to submit reform plans
A meeting of the government secretaries, presided by Chief Secretary Somlal Subedi, has directed all ministries and central agencies to come up with a three-year Immediate Action Plan for reforms within 15 days.A meeting of the government secretaries, presided by Chief Secretary Somlal Subedi, has directed all ministries and central agencies to come up with a three-year Immediate Action Plan for reforms within 15 days.
The decisions taken by the meeting held on Monday were released on Thursday.
All agencies are required to submit their action plan to the Good Governance Unit at the Office of Prime Minister and Council of Ministers.
Besides making amendment to the Civil Service Act of 1993 to create a favourable environment for government employees to be transferred to remote areas, the meeting also decided to prepare a monthly progress report based on actions taken on complaints filed by the public through ‘Hello Sarkar’.
Likewise, the meeting decided to appoint all division, office and project heads in government bodies based on seniority and merit upon agreement with them to effectively carry out their duties. It was agreed during the meeting not to transfer heads of projects whose work completion rate is better than 80 percent.
