There are 753 local governments across the country.
The ministry’s move follows reports that the majority of the local governments have not taken effective measures towards delivering the constitutional right to the people from the community. The national human rights watchdog in May, after the provincial and central level gatherings, had issued Kathmandu-Declarations suggesting steps the three tiers of government need to take towards protecting the rights of such people.
The watchdog had also asked the three tiers to government to specify the role of each federal, provincial and local government in implementing the constitutional and legal rights of the people with disabilities. It has suggested providing sustenance allowance ranging from Rs 3,000 to Rs 5,000 per month.
“All the local governments are directed to submit the progress report on periodic basis,” reads the ministry directive.
