The regulation of the House of Representatives, which was scheduled to be tabled for approval on Monday, was withdrawn from the House agenda in the last moment after the main opposition Nepali Congress threatened to obstruct the business if it was put to the vote without consensus.

The ruling and opposition parties are at odds over whether or not to suspend a lawmaker facing judicial custody and increase the number of parliamentary committees. The NC and Madhesi parties are against suspending Member of Parliament who are on judicial custody.

With parties failing to reach a consensus on the issue, Speaker Krishna Bahadur Mahara had decided to table the regulation at the House for endorsement through a majority vote. Although the regulation was initially included on the House agenda, it was later withdrawn after the NC wanted it to be resolved through consensus. The second-runk leaders who met on Monday morning failed to find a common ground on the matter.

Though it’s been already four months since the federal parliament commenced there is no regulations in place.According to Nepal Communist Party Chief Whip Dev Gurung, the regulation was withdrawn from the House agenda after the NC threatened to obstruct the business. “Further consultations will be made to find consensus prior to next House meeting on Friday,” he said.NC Chief whip Bal Krishna Khand said his party wants the regulation to be a document of consensus. “This shouldn’t be decided by a majority vote,” he said.
