Four persons including three health officials have been arrested on the charge of preparing fake documents to exonerate a rape convict.
Police on arrested Member Secretary of National Academy of Medical Science (NAMS), Laxman Prashad Aryal, Bir Hospital officials Rajesh Kumar Karki, Krishna Prasad Timilsina and Kedarnath Parajuli were arrested for colluding to make fake reports that stated that rape convict Uddab Prasad Nepal had undergone an appendicitis operation at Bir Hospital.
Parajuli is father-in-law of Nepal, who was convicted by Sindhupalchok District Court for his involvement in raping a married woman on June 19, 2013.
A team of police from Central Investigation Bureau (CBI) arrested the officials from Bir Hospital on Sunday and Tuesday.
After his convection, Nepal moved to Patan Appellate Court to appeal against his conviction as a rapist and presented the fake documents.
Timilsina, who is the cousin brother of Nepal, prepared a fake document that showed that Nepal was admitted at the hospital from June 18 to June 26 for an appendix operation the same year.
After suspicion, the Court and Bir Hospital had asked CIB to look into the matter. The CIB investigation found involvement of the officials in forging government stamps & signature.
Chief of CIB DIG Hemanta Malla Thakuri said investigations showed that all the admission charge sheet and other documents were fake that were prepared by Aryal and Timilsina.
Aryal was the former chief of medical record section of the Bir Hospital before his appointment as Member secretary of service commission of NAMS.
In his attempt to fake the documents, DIG Malla said Rajesh Karki had prepared the discharge documents from the hospital.
After suspicion, the Patan Appellate Court wrote to Bir Hospital to confirm if Nepal was admitted at the hospital. The letter that was taken by Parajuli was handed over to Timilsina. After the entry, Timilsina himself had written back to the court confirming that Nepal was indeed admitted.
The court again wrote to hospital asking them to furnish the original records and all other hospital documents.
"Aryal and Timilsina then tried to misuse the file of an admitted patient Bijaya Kumar Kapali and tried to replace counterfeit file of Nepal," said DIG Malla. The record section chief, however, denied to accept the file and demanded that the file of Kapali should be returned back.
DIG Malla said after this event the hospital began internal investigation and was later sought help from CIB on the matter that led to the arrest of the officials.
