A writ has been filed at the Supreme Court seeking ban on use of weapons and force by security personnel in the ongoing protests against the draft constitution.

In writ was filed on Wednesday by Rakshyaram Chamar on behalf of Bismilah Khatun, wife of Jakar Husain who was injured in police firing in Birgunj on Tuesday. Chamar has argued that use of weapons and force by security personnel in the name of controlling the protesters have posed a serious threat to public life.

The Office of the Prime Minister, Police Headquarters, Law Ministry and the National Human Rights Commission have been named the defendants in the case.

The writ claims that police personnel are opening fire at the protesters with the intent of killing them without even issuing warning. Noting that the Local Administration Act 2008 specifies that security personnel are only allowed to shoot at suspected criminals or law violators below their knees, the petitioner has mentioned in the writ that the security personnel breached the Act when they shot at protesters in recent protests.

The writ has claimed that police shot Rajiv Raut in Sarlahi, Raj Kishor Thakur in Rautahat and scores of other protesters, targeting their chests.

Both Raut and Thakur had died on the spot after police shot them.
